It is stated in the committee report of Lanka Film Industry that was published in the year 1965, the necessity of holding a state level Award Ceremony to maintain high standards of the local film industry.
To promote, encourage and develop the film industry and maintain high standards in regard to films produced in Sri Lanka by awarding Prizes and distinctions of recognition to producers of films of outstanding merits is one of the main objectives mentioned under NFC Act No. 47 of 1971.
The first Presidential Award Ceremony was held in 1979 and the films screened in 1978 were honoured at this festival.
